Llanfynydd Action Plan 

Annual Actions.

Environment

• Implement a river watch / clean-up scheme to raise awareness of pollution problems including dumping of rubbish and knotweed growth.
• Involve residents and local groups in the process of general litter clearance.
• Improve the general condition of the Public Footpaths within the Community.
• Improve signposting of the Public Footpaths.

Highways

• Alert the Highways Authority to concerns over blind bends.
• Consult with the Highways Authority concerning introducing lower speed limits and calming measures for vehicles in the village.
• Lobby the Highways Authority about the need to resurface and widen certain roads, provide more passing places, and maintain verges and hedges.
• Lobby the Highways Authority about the need to ensure that future planning applications include the provision of pavements.
Information / Communication.
• Improve local information sharing by greater use of the website.
• Encourage local people to contribute memories and photographs to maintain a record of the past.
• Encourage local people to record their memories and experiences on the Facebook group.
• Advertise local events and activities in conjunction with local B & B’s and Guest Houses.
Utilities and Services.
• Consult with the Police to ensure a greater presence in the Community.
• Consult with BT to bring high-speed broad band to the rural community outside the village.

Medium Term Actions

• Discuss with adjoining Communities the idea of a community bus service to supplement the existing service, especially centred on the need of less mobile people.
• Explore the feasibility of developing a small-scale light industrial workshop in the village.
• Explore the possibility of extending the meals on wheels, voluntary caring and home help services.
• Consider grants or raising funds to provide / improve a central meeting place for Community activities, organisations, and groups.
• Consider grants to raise funds to improve the children’s playground facilities within the Community.
• Seek to improve the provision of facilities for all age groups in the community.
• Consider organising an increased number of social events.

On Going

• Consult with the Planning Authority with regard to the nature, scale, and location of any proposed housing developments within the Community. Make the Authority aware of the preference for housing for local people and the preference for infilling with single buildings.
• Consider applying for grants to enable the provision of more litter bins throughout the Community.
• Encourage recycling within the Community.
• Consider applying for grants to provide benches and flowerbeds in the Community.
• Monitor any proposed tourism developments to ensure they are suitable to the locality and encourage appropriate ventures.
• Seek to maintain the character and appearance of the village.
• Encourage people to preserve established natural features, especially trees and hedgerows.
• Maintain pressure and continually review actions regarding the upkeep of Highways.
• Support the status and use of the Welsh Language in the everyday life of the villages within the Community. Encourage and support those wishing to learn.
• Encourage local agriculture and support Local producers.
• This Action Plan is to be reviewed every 2 years. Revised June 2024

Audit notice

Notice of appointment of the date for the exercise of electors’ rights Llanfynydd

Financial year ending 31 March 2024

1. Date of announcement ___15/07/24___________________________________

2. Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc relating to them for 20 working days on reasonable notice. For the year ended 31 March 2024, these documents will be available on reasonable notice on application to:

commencing on 15 July 2024
and ending on 09 August 2024

4. From 12 September 2024, until the audit has been completed, Local Government Electors and their representatives also have:
• the right to question the Auditor General about the accounts.
• the right to attend before the Auditor General and make objections to the accounts or any item in them. Written notice of an objection must first be given to the Auditor General. A copy of the written notice must also be given to the council.

The audit is being conducted under the provisions of the Public Audit (Wales) Act 2004, the Accounts and Audit (Wales) Regulations 2014 and the Auditor General for Wales’ Code of Audit Practice.

Certification and approval of annual accounts for 2023-24

Regulation 15(1) of the Accounts and Audit (Wales) Regulations 2014 requires that Responsible Financial Officer of Llanfynydd Community Council sign and date the statement of accounts, and certify that it presents fairly the financial position of Llanfynydd Community Council at the end of the year and the Council’s income and expenditure for the year. The Regulations required that this be completed by 30 June 2024.

Due to the finalized accounts not being available by the June meeting, the Responsible Financial Officer had not signed and certified the accounts for the year ended 31 March 2024. The statement of accounts will be prepared and the Responsible Financial Officer will sign and certify the statement of accounts by 13/07/24.

Members of the public 23.

The Chairman welcomed all present to the open meeting which was being held by Llanfynydd Community Council to gather ideas. Attendees were given the opportunity to vote on a new name for the Hall Plot.

The following subjects were discussed.

  • The state of public Highways and footpaths .
  • Cylch Meithrin Cwrt Henri – there is a vacancy for a group leader, if this is not filled the Cylch could be under threat.
  • Provision of the new defibrillator along with a status update of the existing defibrillator.
  • The need for a meeting area at the hall plot.
  • Open spaces for dog walking.

Attendees were reminded of the Fireworks display held at the Penybont on Friday 04/11/22

Following the Local Elections on 5/5/22, the following have been elected onto the Llanfynydd Community Council.
